There are several mechanisms to achieve polarization. We can rotate molecules, we can move ions, we can shift electrons in a cloud. Each of these will require a different amount of time to complete the reversal of polarization. Electronic is fastest, ionic next, then orientation is slowest. We can use dielectric impedance measurements to see these contributions. Dielectric breakdown is when a field is too large and eventually the current burns, melts, or vaporizes a pathway through the dielectric.
