100 commuters travel from the suburbs into downtown each day. They have the option of driving or taking public transit. One day, the city planner expresses his frustration with the highway---it loops around a mountain, adding five minutes to every driver's commute time. He therefore announces plans to build a tunnel through the mountain. At the last minute, a game theorist runs in and yells that this is a terrible idea. Why?
The answer is an application of Nash equilibrium and the Downs-Thompson paradox.
