Hong Kong Chief Executive John Lee has given his second policy address, in which he promised a new national security law by next year and unveiled lower property taxes, as well as incentives to boost the city's birth rate. In his nearly 3.5 hour speech, Mr Lee also focused on deepening integration with the mainland across economic and social sectors.
