I show you how to find (and how not to catch...) Lugia.
Lugia's found in a cave system which can be accessed via the islands below Olivine City. You're going to need:
Silver Wing (obtained from the Director after liberating the radio tower)
Balls at least equivalent to ultra balls
Good Pokémon to reduce it to low health
Pokémon that know:
--- Surf
--- Whirlpool
--- Flash
