Los Venturas and the desert (Bone County/Tierra Robada) represent the final tier of the game's map. They are intentionally kept off-limits to ensure you experience the story in order:

The First Lock: All areas except Los Santos and Red County are locked at the start.
The Second Lock: After the mission "The Green Sabre," San Fierro and the surrounding countryside (Flint County/Whetstone) are unlocked, but Los Venturas and Bone County stay locked.

3. How to Unlock Los Venturas & Bone County
