FIFA President Gianni Infantino has reignited a global debate by suggesting that the international football governing body should consider lifting the ban on Russia’s participation in international competitions. Russia has been suspended from FIFA and UEFA tournaments since February 2022 following its full-scale invasion of Ukraine, a decision that removed Russian national teams and clubs from World Cup qualifiers, European championships, and most international fixtures.
Speaking to Sky News, Infantino stated that he is “against bans” and “against boycotts,” arguing that such measures only deepen divisions and hatred. These comments have sparked widespread criticism, particularly from Ukraine and human rights advocates.
Ukraine’s response was swift and forceful. Ukrainian officials argue that lifting sports sanctions would amount to moral normalization of an ongoing war. Since 2022, thousands of Ukrainian civilians, including hundreds of children, have been killed, according to UN-verified data. Sports infrastructure across the country has been devastated, with stadiums, training grounds, and community pitches destroyed or rendered unusable by Russian attacks.
Ukraine’s Foreign Minister Andrii Sybiha condemned the proposal, stating that hundreds of Ukrainian children will never play football because Russia killed them. For Kyiv, the issue is not symbolic. It is about accountability. Ukrainian authorities warn that easing sanctions in sport while the war continues undermines international law and weakens pressure on Moscow.
The controversy also highlights broader questions around sanctions and selective enforcement in global sport. Russian athletes remain banned or restricted across athletics, ice hockey, and rugby. While the International Olympic Committee has allowed limited neutral participation, it has faced criticism for inconsistency. UEFA previously moved the 2022 Champions League final from St. Petersburg and severed ties with Russian state-linked sponsors.
Critics argue that reinstating Russia without a change in behavior would set a dangerous precedent, reducing sport from a platform of accountability to a tool of political convenience. The debate is further complicated by scrutiny of Infantino’s political proximity to U.S. President Donald Trump, FIFA’s expanding presence in the United States, and accusations of double standards in human rights enforcement.
As the war in Ukraine continues with no ceasefire in sight, FIFA’s stance on Russia has become a test of its credibility as a global institution. The question is no longer whether sport and politics can be separated, but whether football can claim moral authority while ignoring ongoing violations of international law.
