First: is Investigative Committee of Russia with blue lights. I was sitting in restaurant and when i saw them i decided to ran out of cafe because i've seen 'em using lights not so often.
Second: is armored vehicle CVIT (cash/valuables-in-transit) with white lights. I have no idea why they turned it on but that moment was extreamily rare because they use it only when any assault attempt. Perhaps they tried to show drivers that they stick with other CVIT together and nobody should get in between them. Or it was just accidentally button misclick.
