Описание: Nagbigay ng pahayag si DPWH Usec. for Operations Roberto Bernardo sa Senate Blue Ribbon Committee hinggil sa mga maanomalyang proyekto ng DPWH, matapos madawit ang kaniyang pangalan sa mga nakaraang pagdinig kaugnay ng “ghost flood control projects.”

Inamin niya na naging bahagi siya ng tinawag niyang “broader systemic issue” sa loob ng ahensya. Humingi rin siya ng kapatawaran at nagsabing labis ang kanyang pagsisisi sa naging papel niya. Dagdag pa niya, wala siyang personal na kaalaman sa modus nina dating Bulacan First District Engineer Henry Alcantara at grupo ni dating ADE Brice Hernandez kaugnay ng mga ghost flood control projects.

Pinangalanan din niya ang ilang opisyal at mambabatas tulad nina Sen. Chiz Escudero, dating Senador Bong Revilla, dating Senadora Nancy Binay, Ako Bicol Party-list Rep. Zaldy Co, COA Commissioner Mario Lipana, at DepEd Usec. Trygve L. Olaivar mula sa Office of the Executive Secretary.

Nilahad ni Bernardo kung paano ipinapasok sa listahan ng mga proyekto para maisama sa pondo ng ahensya at magkaroon ng porsyento ang "proponent' nito.
