Koishi: +10 Dancer In the Puddle, +10 Phantom Photo, +10 Dancer In the Puddle, +10 Ordinary Magician, +10 Little Sister and Sweets.

Notes:
1. I doubt Seiran needs to be Rebirthed for this since her damage isn't necessary. Her Agility Stat is also high enough to outspeed Flandre in most cases without it.
2. Phantom Photo is likely replacable by Tower Anniversary or Mausoleum Anniversary; by even cheaper Cards if you use Base+Risk.
3. Because of how much Flandre overkills the final Gauge, Scholars of Ikaruga can likely be substituted by weaker Yin DEF DOWN Cards like Flight Through Silence or Send Her to the Underworld.
4. Seiran is likely easy to replace as her main purpose is to provide some support and break Freeze. However, the fact that she's immune to both of the prominent Anomalies in this stage can be a little harder to match. W3 Parsee can work because you can fill her barriers with Poison via Koishi.
5. Koishi is also relatively simple to substitute because all she does is assist with Breaking and nuking a Gauge. It again comes down to her replacement ideally being immune to Freeze.
