October 2 ‘No UPI Day’ Protest Planned Over Merchant Charges
Mobile phone retailers and several other trade groups are calling for a “No UPI Day” on October 2 to protest a new merchant payment charge. Participating shops plan to stop accepting UPI payments for one day, with some traders proposing to cover their QR codes and payment devices with black cloth.
Their objection is to a 0.4% merchant discount rate, or MDR, due to apply from October 15 to eligible UPI payments above ₹2,000. MDR is paid by the business accepting a digital payment. Traders say the added cost could hurt shops operating on thin margins. Person-to-person transfers and payments to qualifying small merchants are outside the charge.
The All India Mobile Retailers Association has confirmed its call for the October 2 protest. The Maharashtra Chamber of Commerce, Industry and Agriculture has also backed the action. However, the Confederation of All India Traders, or CAIT, says it has neither announced nor endorsed a nationwide “No UPI Day.”
For customers, that distinction matters. October 2 is not an announced shutdown of India’s UPI network. Whether a payment is accepted may depend on the individual shop and whether it joins the protest.
The planned action comes before the new fee takes effect. Traders hope the one-day refusal will push the government to reconsider the charge; supporters of MDR argue it can help fund the systems that keep digital payments running.
