There are also the Xi'an City Wall, the Bell and Drum Tower, the Huaqing Pond, the Terminal Mountain, the Grand Tang Hibiscus Garden, the Shaanxi History Museum, and the Stele Forest. Xi'an is home to seven "double first-class" universities, including Xi'an Jiaotong University, Northwestern Polytechnic University, and Xi'an University of Electronic Science and Technology.
In February 2018, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the Development Plan for the Guanzhong Plain City Cluster, which supports the development of Xi'an as a national central city, accelerates the construction of a three-dimensional transportation system in the Xi'an metropolitan area, and builds an international metropolis with historical and cultural characteristics.
