This quick tutorial shows you the Command Prompt method to force an offline setup and create a Local User Account instead of being required to sign in with a Microsoft Account (MSA). This is the fastest way to complete the Windows 11 Out-of-Box Experience (OOBE) and skip the online sign-in requirement.
The Command Shown in Video:
At the "Let's connect you to a network" screen, press Shift + F10 to open the Command Prompt.
Type: start ms-cxh:localonly and press Enter.
The system should take you to the local account creation screen.
Important Note on Windows 11 Updates:
Microsoft is actively patching setup workarounds. The start ms-cxh:localonly command may be blocked or inactive in the latest Windows 11 builds. If this command does not work, the current, most reliable alternative method is to use the OOBE\BYPASSNRO command (type it into the command line and press enter, then let the system reboot).
