I managed to get out of this project for under $20 though the can of plasti dip was 20 alone I did not use the whole can.
if you were to do this you could just get a cheap can of spray paint.
elbows from hardware store - $13.40
glue and filler I had already but lets say another $10
and the paint I already had but if you were to purchase probably 10-15.
total well under $40
