This is the Ferryman's Seat on Bankside, which is an example of the sort of seats the Watermen would have sat on between jobs. They were the taxi drivers of the river, ferrying passengers from one side of the river to the other.
In this case, at this location, this would have been taking customers from the respectable City of London opposite to the disreputable outlaw borough here on the south bank, where such lowlifes as actors frequented the area.
