Bahagyang bumilis ang pagkilos ng Tropical Storm Basyang ( Penha) habang papalapit ito ng Eastern Mindanao. Ito ay kasalukuyang may layo na 385 km silangan ng Hinatuan, Surigao Del Sur.
Ito ay tinatayang magdadala ng lakas na hanging 65 km/h at may bugso na 80km/h habang kumikilos na may bilis na 20km/h pa timog-kanluran.
