Why yes, boss HP does scale according to number of players present. This makes under-manning, let along soloing urgent quests not as farfetched of a proposition...provided you're good enough.
When I first fought this guy I cleared at around 22 minutes remaining. Then I got faster and faster the more I got used to its attacks and figured out better Zonde weaving patterns. What you're seeing now is my fastest (and overall best) attempt as of this video.
