Because twee, to me anyways, comes from the depths of a darkness and sadness that swept through a post-punk England until a group of kids were like, "I don't want to be so sad anymore," and then we have this generation of very skilled mellow melodies that, no matter what age or time are difficult to replicate, to me anyways. Because twee, to me anyways, needs to come from punk rock, and the melodies need to be mellow, but not too mellow, and that balance is difficult to achieve. It also depends on the listener too. I grew up on a love/hate relationship with The Lucksmiths, and when I finally hit a certain age and time and had seen everything, then I saw how genius Marty Donald was all along.
