When steel is tempered, its molecular structure is organized by quickly cooling it after heat. The organized structure is more like a crystal: brittle, harder, and less maleable. This harder, organized state can also be acheived by mechanically cold rolling or pulling the metal.
Heating and allowing it to cool slowly wrecks the crystalline structure towards approaching an amalgum: making it necessarily more disorganized, softer, more malleable. This resetting is also called annealing.
