According to local shop owners, they are now required to submit detailed daily transaction logs and tax reports, leading to a near-halt in official trading. As a direct consequence of these heavy-handed regulatory measures, a shadow "black market" for gold is rapidly emerging, operating outside the official channels to avoid military oversight.
