There areca couple of reasons.
In the case in this video, Silicone moulds do not stay fresh forever. When first used the interior is nice and smooth and produces a nice deep shine. With multiple uses the surface starts to deteriorate, and as you can see in this instance, the skull now has a frosted appearance.
The other main reason is blemishes in the finished skull due to surface bubbles, lumps and bumps in the finished surface that need to be sanded etc. Regardless of the extent of this remedial work, a topcoat will result in a deep, smooth shine in the finished article.
