In this speech, Bhandari does not speak as an external critic, but from the perspective of an insider shaped by lived experience. Drawing on a large number of concrete, everyday, and repeatedly observed micro-level examples, he examines the deep-seated problems that have accumulated within Indian society over time.

He argues that India’s challenges are not simply the result of poverty, institutional weakness, or policy failure, but rather stem from a form of civilizational disorder at the most fundamental level—one in which trust, responsibility, rationality, and shared values are undergoing systemic erosion.

Modernization, he contends, is not inherently benevolent, nor does society advance automatically through modernization alone. When education, prosperity, and modern institutions fail to be internalized as public reason, modernization functions less as a remedy than as an amplifier, magnifying existing psychological structures and value orientations. If these foundational issues remain unresolved, modernization not only fails to improve social outcomes, but may intensify contradictions and ultimately backfire on society itself.
