During the car ride to Ijincho, Igarashi will share all the intel that he currently has regarding Mikiko and her case. The correct answer is “Kyoya Sadamoto” as the one killing the Crimson Lotus founders but you can always deliberately choose the incorrect answers for some amusing banter. For the rest of the conversation, exhaust all the dialogue options to continue with the story.

You’ll arrive eventually at the party’s venue. This is a separate area in the game that you can’t exit or leave until you complete the mission so create a separate save file. Since you can’t mingle with guests, you’ll need to secure a suitable disguise. Enter observation mode/ primal focus so you can use your senses to meticulously scour the area for clues and information. If you need more SP at this point, you can observe the following people or items to gain additional SP or clues. Otherwise, you can skip to the main observation points below.

Use primal eye on ANY of the valid guests (1000 SP)
Use primal nose to smell the plant (1000 SP)
Use primal ear on the mumbling guy facing the wall to the south (1000 SP)
Find the mumbling guy’s item on the floor, near the corridor to the southwest of the map (Divine Water)
Peek inside the party hall and observe the Kamulop mascot suit (1000 SP)

To continue with the story, wait for a waiter with a red uniform to pass by. This will update your objective and open up new areas for you to explore while in ASM.

Next, we’ll need to find a lead on where you can get a waiter’s uniform. Head towards the corridor to the north first. Observe the two waiters for some bonus SP then follow the corridor until you find a washroom. Peek around the men’s entrance and examine the shining object on the floor to get a Key.

Backtrack to the main lobby and smell the plant once again for some extra SP if you want, then examine the two waiters chatting to learn about where you can possibly obtain a waiter’s uniform. Follow the corridor past the two waiters and the elevators until you reach a dead end. Examine the emergency exit door to the right and use the key you just found to unlock it. This should complete the investigation. Exit out of ASM and head inside to continue with the story.

A cutscene will trigger, introducing you to the waiter who’s been slacking off. Coincidentally, he’s a guy both Kaito and Yagami are very familiar with. After a short exchange, Tashiro will fight you and you’ll have to beat him in order to “borrow” his uniform.
