A Min-Priority Queue is a data structure where elements with the lowest priority are dequeued first.
Operations:
enqueue(value, priority): Inserts an element with a given priority.
dequeue(): Removes and returns the element with the lowest priority.
peek(): Returns the element with the lowest priority without removing it.
