By applying heat, brass expands more than steel shaft. If you force pinion gear without applying heat, it may break. Plastic gears are different story. Especially Nylon plastic - it is somewhat 'slippery' by default, and tightly holding to the shaft. When it begins to move, plastic gears 'experiencing' increasing in temperature due to friction and soften a bit. Brass does not - it is relatively good heat conductor (better than plastic), so we need to use heat.
