Why did Utah Attorney General give convicted fraudster a plea deal with $25K restitution?

Описание: Former Construction and Development Manager for Utah State Parks and Recreation Daniel Clark was indicted earlier this year for allegedly embezzling more than $1.3 million from park improvement projects. Despite the initial 8 felonies Clark was charged with, he ultimately pled guilty to two counts of communication fraud, received no jail time, and paid only $25,000 restitution. A 2News investigation uncovered the AG’s office still has no idea where the $1.3 million went.

It’s still unclear if it’ll ever be recovered.

From April 2000 to June 2020, Clark awarded his own company, Colt Paving, Inc. bids for paving work at five different state parks. During plea negotiations with the Utah Attorney General’s Office, Clark’s attorney, Walter Bugden, contended his client did the work. State park managers at the locations in question and AG investigators argued otherwise.
