Heres my experiences of keeping betta fish with shrimp.
I have kept three different bettas with cherry shrimp and Amano shrimp now and all three of them act differently.
The first betta just likes to watch his shrimp friends and seems to find them entertaining.
The second betta does eat some baby cherry shrimp but he usually just ignores them and avoids the adult shrimp in his aquarium.
The third betta fish will actively hunt the cherry shrimp in her tank regardless of size but she leaves the Amano shrimp alone.
My point is, the personality of your betta fish will be the deciding factor in if you can keep it with shrimp and even with alot of cover, a high pray drive betta will still do its best to find shrimp.
