After a year's delay, the British government has released its first integrated review of defence, security, development, and foreign policy. A week later, the MOD released a Command Paper, together with documents specifying the Army's future.
Four British experts discuss these profound changes in policy, doctrine, and force structure:
1. Paddy Benham-Crosswell is a former British Army Officer who served in both armoured reconnaissance (CVR(T)) and tanks (Chieftain and Challenger). After leaving the army he became an advisor to the MOD, operating a high-resolution combat simulation – he went on to commercialise this and sell it internationally. 2. Nicholas Drummond is a Defence Analyst and Commentator who advises armies, government, and industry on Land Warfare capabilities. He is presently acting as an advisor to Krauss-Maffei Wegmann, the leading German armoured vehicle manufacturer, as it delivers the Boxer 8x8 MRAV to the British Army as part of the ARTEC consortium. He served as an infantry officer in the British Army in BAOR at the height of the Cold War, before becoming a Management Consultant. Nicholas worked at McKinsey & Company in London and internationally before establishing his own consultancy firm in 2002. He has relationships with all of the major land systems contractors and closely involved with future AFV projects. He is a frequent contributor to the House of Common’s Defence Committee, and to UK Defence Think Tanks. Nicholas is a graduate of the Royal Military Academy Sandhurst, and holds a degree in Law and Economics from Cambridge University. He writes and edits his own blog, UKLandPower.com.
3. James Black is a Research Leader in the Defence, Security and Infrastructure programme at RAND Europe (the European arm of the US-headquartered RAND Corporation). With over 70 years’ experience working on national security topics for government sponsors, RAND is a not-for-profit research institute whose mission is to help improve public policy and decision-making through objective research and analysis. James has led a wide range of research and wargaming projects for the UK Ministry of Defence and Armed Forces, for other national governments in Europe and Australia, and for the EU and NATO institutions. Relevant examples include analytical support to the British Army and Royal Military Academy Sandhurst in development of the Future Land Operating Concept; support to the Development, Concepts and Doctrine Centre in developing its thinking on the Future Integrated Operating Concept 2025 and the UK approach to future multi-domain operations; horizon scanning for the UK Defence Science and Technology Laboratory to explore the impact of emerging technologies on future warfighting; and a recent multinational study at the European level looking at the future of armour and anti-tank weapons on the battlefield out to 2035+. Prior to joining RAND, James worked in the UK Parliament. 4. Bruce Oliver Newsome, Ph.D., served in both the British and US Army reserves, latterly on M1 Abrams, while studying for his PhD in International Relations. He worked as a political scientist at the RAND Corporation in California – specializing in ground maneuver acquisitions. He taught at the Defence Academy of the United Kingdom - where he certified in the AFV Design Courses. He went on to hold full-time faculty positions at the University of Pennsylvania and the University of California Berkeley.
