This song was aired on CCTV on December 30th, 2015, for the second birthday of the Central Comprehensively Deepening Reforms Commission. Becoming a meme in 2015 (though missing the west completely), the song is widely regarded as a 神曲, or ultra-catchy and oft-ridiculous song.
Note: the "golden headband" part is a reference to Sun Wukong the Monkey King's crown, which restrains him and keeps him from going bananas.
Tigers, flies, and foxes is a metaphor, making its third appearance on the channel.
Tigers - High level corrupt officials
Flies - Low level corrupt officials
Foxes - Criminals who flee abroad
