For this you need two things:

Pinata Launcher – unlocked from completing the venture “Let’s Pretend”. Available at Empire Tier 4, must complete all missions for this venture and you’ll get it as a reward.

Pinata Stick – is unlocked from giving 1 Star during the @TCHA Side Hustle in Marina West (“La Bodega”). This is replayable, even if the map icon for it has gone away and you gave it more stars before. You can interact with the sign again to replay it with 1 star, it’s not missable.

After getting it go to a Gun Shop or the weapons locker in your HQ -- select Crowbar -- Customize -- Visual Mod -- Pinata Stick. This is simply a visual mod for the Crowbar.

Equip both of these, shoot the Pinata Launcher, it will place a little Pinata on the ground. Select the Crowbar (with Pinata Stick Visual Mod) from the weapon wheel and hit the Pinata to make it explode.
