Описание: I believe it was in 1915 that New Mexico signed an agreement with Texas, giving them certain water rights pertaining to the Rio Grande river. I don't know all of the specifics, but the bottom line is that every year New Mexico is required to give a certain amount of water to Texas for irrigation purposes. This normally isn't a problem, but New Mexico has been experiencing a drought for several years. The combination of lack of water and New Mexico's obligation to give Texas their share, forces the dams to be closed to conserve water for the following years irrigation season. Caught in the middle of this water battle are the fish. The water goes down and dries up, leaving the fish to an almost certain death sentence. There are some that survive. The lucky ones will find a hole deep enough to hold them until the water is released again. These holes are rare though. I understand that the Department of Game and Fish do not create the laws, only enforce them. That is why I want to find a way to create a season where these fish can be harvested so that they don't go to waste.
