The government is reportedly considering a proposal to introduce a Merchant Discount Rate (MDR) of 0.25% to 0.4% on UPI payments above ₹2,000 made to businesses. The proposed charge would apply only to merchant transactions and not to person-to-person (P2P) UPI transfers. No final decision has been announced, and the proposal is still under consideration.
