During the Korean War in 1951, American statesman John Foster Dulles conceived the "island chain" strategy, aimed at encircling the Soviet Union and China with Western Pacific naval bases to limit their sea access and prevent communist expansion. This strategy, though not central during the Cold War, has remained crucial in U.S. and Chinese geopolitics post-Soviet Union, highlights Taiwan's strategic importance. The chain stretches from Japan through the Philippines and Indonesia to Australia, hosting key U.S. bases like Yokosuka, Kadena, and Guam, with Taiwan as a pivotal point. China views this as a threat, especially regarding Taiwan, which it considers a breakaway province. The U.S. commitment to Taiwan's defense under the Taiwan Relations Act further complicates relations. China's rapid rise, marked by significant economic growth, technological innovation, and military modernization, has increased its global influence but also its assertiveness in the Western Pacific, destabilizing the region. To counter this, the U.S. employs the First and Second Island Chain strategies, enhancing military presence and alliances. In the Indian Ocean, the U.S. and India signed the Master Ship Repair Agreements, allowing U.S. naval vessels to use Indian ports, countering China's strategic footholds gained through its Belt and Road Initiative. China’s “Two Oceans” strategy aims to limit U.S. mobility and expand its military reach, challenging regional stability. Indonesia and the Philippines are crucial in countering Chinese influence, with the latter's strategic position in the South China Sea making it a vital U.S. ally.
