Ramsey is a coastal town on the Isle Of Man
A person from Porlock is an unwanted intruder - named after such a person who interrupted Samuel Taylor Coleridge during his writing of the poem Kubla Khan. So the clue is an allusion to the lines in that poem:

In Xanadu did Kubla Khan
A stately pleasure-dome decree:
Where Alph, the sacred river, ran
Through caverns measureless to man
Down to a sunless sea.

A Galaxy is a large military US plane.
