Guiding Lands seem to have a 6% chance on both miniature and giant crowns if the respective area reached level 7.

Investigations need at least 1 gold + 1 silver reward.
Tempered Investigations need at least 3 rewards.

Crown Event Quests (Effluvial Opera, Wildspire Bolero, Deep Green Blues, Ballad of the Hoarfrost etc) have a 12% chance on giant and 12% on mini crowns.
