Описание:
Canada’s international education and immigration systems have become closely linked over the years a concept some experts call “edugration” (education + immigration).
This model allowed international students to study, work, and eventually settle in Canada, benefiting both the economy and the education sector.
But now, experts and policymakers are questioning whether this model is sustainable or fair.
🏛 What Happened:
A parliamentary committee recently met to discuss problems in Canada’s international education system and its heavy dependence on international students for funding.
Experts told the committee that:
Public universities and colleges now rely too much on international student fees because government funding has dropped sharply since the 1970s.
Example: Ontario universities used to get ~80% of their funding from the government now it’s only 21%.
As a result, international students pay up to six times more than domestic students.
This has turned education into a business model (“marketisation”) instead of a public good.
💰 Why It’s a Problem:
Financial Dependence:
Canadian institutions use international student tuition to fill the funding gap making them financially vulnerable when fewer students come.
Public Backlash:
Many Canadians believe the education system is being overrun by international students, while experts say it’s the government’s underfunding that caused the issue not the students.
Policy Confusion:
Immigration and education policies have become intertwined, leading to chaotic reforms and uncertainty for students.
🧭 Key Recommendations by Experts:
Separate international education from immigration policy.
Increase public funding for universities and colleges.
Improve transparency in how provinces allocate Provincial Attestation Letters (PALs).
Ensure institutions can properly support the students they admit (housing, food, welfare, etc.).
Learn from countries like Germany, where higher education is well-funded, tuition is equal for all students, and migration is managed separately from education.
📉 Economic Impact:
The new immigration limits (especially study permit caps since January 2024) are expected to reduce Canada’s GDP by around CAD $37 billion, according to the Parliamentary Budget Office.
⚖ Bottom Line:
Canada’s once-celebrated “edugration” model linking international education with immigration is at a crossroads.
Experts say the country must:
Rebuild public confidence,
Fund education sustainably, and
Create a fairer system for both domestic and international students.
