Unfortunately I can't find any biographical information on this composer. There seems to be a person with this name that was a painter. Since this piece is very much amateur in style (but beautiful), it might have been this person. Apparently Randall was a british composer (painter) who lived at the end of the 19th century, into 20th century.
This piece is pretty easy to play and therefore quite effective.
