The Small Enterprise Finance Agency (sefa) is an implementing agency of the Department of Small Business Development. sefa is mandated to provide access to finance for small, medium and micro-enterprises and cooperatives through a hybrid of wholesale and direct lending channels within the following sectors:
1. Services (including retail and wholesale trades and tourism)
2. Manufacturing (including agro-processing)
3. Agriculture (specifically land reform beneficiaries and contract-farming activities)
4. Construction (small construction contractors)
5. Mining (specifically small scale miners)
6. Green industries (renewable energy, waste and recycling management)
