Описание: House Republicans hold a news conference on House Bill 980 (Kanaiyah's Law) in memory of Kanaiyah Ward, a 16-year-old child in foster care who died in a hotel room last fall while under the care of an unlicensed provider contracted with the state of Maryland. The bill bans the placement of children in unlicensed settings, including hotels and office spaces. It also provides that the Department of Human Services is responsible for conducting ongoing criminal background checks on adults who reside in guardianship homes. The bill also creates an independent Child Welfare Ombudsman to protect the rights of children in state care and their families. It grants the Ombudsman, among other things, the authority to receive and investigate complaints, including those from children within the foster system.
