Electoral Improvements and Legislative Stability Ahead of Moldova’s 2025 Parliamentary Elections

Since Parliament adopted a new Electoral Code in December 2022, lawmakers have revisited it in nearly every session. Recent amendments include increased sanctions for electoral corruption, penalties for organized transportation to public gatherings, new interdictions on successor parties, updated requirements for reporting political party members, and revised rules for examining electoral complaints. Technical adjustments have also been made, affecting the registration schedule for electoral competitors and expanding postal voting to three additional countries. International reviewers caution that these frequent revisions—five major packages in under three years—challenge the Venice Commission’s one-year stand-still rule and risk confusing voters and election administrators.

This webinar gathers Moldova election officials, Promo-LEX analysts, and international experts to evaluate where innovation is still needed and where legal stability must be prioritized. Speakers will compare Moldova’s rapid amendments to global standards, outlining the operational timeline election bodies face ahead of the September 2025 election.

Beyond the postal voting expansion, the panel will examine other significant changes flagged by Promo-LEX: the establishment of special bureaus and council, which some jurists argue violates Article 11 on institutional stability; increased sanctions for electoral corruption and new rules for handling electoral complaints.
