Two new drag and drop bugs with iframes (and workarounds)

I've found two new bugs with drag and drop and iframes in Chrome. The bugs relate to when you position an element over the top of an iframe. I also go over some workarounds for the bugs.
The bugs raised likely won't impact many experiences, but it is interesting all the same.
