What is this bizzare water disturbance behind Dungeness power plant? (See description for back story

So yesterday me and my brother and dog were walking behind the Dungeness power plant when I suddenly see this thing about 50 metres off the shore. Was far down past all the fisherman. My guess is either a whirlpool, some sort of discharge pipe from the nuclear plant or elsewhere or maybe were two strong currents meat? Me, my brother, the dog and several fisherman on way back were clueless. Someone can hopefully enlighten me to what this is?
