The Election Commission of India (ECI) is facing fresh scrutiny over reports of differences within the three-member poll panel during the implementation of the Special Intensive Revision (SIR) of electoral rolls. According to an Indian Express report, Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi raised formal objections on at least 14 occasions over 10 months, questioning decisions and orders related to the SIR process that they reportedly said were taken without their knowledge or approval. The ECI, however, has rejected the description of these developments as an internal “dissent”, saying the Commissioners had made observations that were considered by the Commission. At the centre of the controversy is SIR, a nationwide exercise to verify and revise electoral rolls. The process has already triggered legal and political questions, including concerns over voter deletions and the procedures used to issue notices. The Supreme Court has also questioned the basis of certain “logical discrepancy” notices issued during the Delhi SIR exercise.
