This march was composed around 1891 by Oscar Fetrás and is dedicated to Hermann von Wissmann, who was an adventurer, africa explorer, officer and colonial official. The cover of the piano sheet music says "Dem Kaiserlichen Reichscommissar Herrn Major Hermann von Wissmann zum freundlichen Andenken an Hamburg". So it's very likely that the reason for Fetrás to compose this march was a visit of Wissmann in Hamburg.
This march was restored by me thanks to original sheet music. Do not confuse this march with the "Wissmann-Marsch" (Op. 170) by Rudolf Förster which has the exact same name and is also dedicated to Hermann von Wissmann. These are two different marches!
