People perceive market failures, in many cases accurately. But Munger sees the failings of the state as being unimportant. A sensible policy of regulation must recognize the every flaw in consumers is worse in voters. He proposes the "Munger Test" as a solution.
Michael Munger is an economist and a former chair of the political science department at Duke University, where he continues to teach political science, public policy, and economics.
This talk was delivered at the University of New Orleans as part of the Tocqueville Project's spring 2016 lecture series in philosophy and political economy.
