Launching of Oplan Kontra Baha: Metro Cebu Waterways Clearing and Cleaning Operations (Speech)

President Ferdinand R. Marcos Jr. launched another metro-wide flood control initiative in several cities of Cebu Province on 21 November 2025, reaffirming his Administration’s commitment to sustain the effort year-round and expand its implementation nationwide.

Dubbed 'Oplan Kontra Baha,' the program unites national government agencies, local government units (LGUs), and private sector partners in a coordinated effort to clear and rehabilitate rivers, creeks, and drainage systems that have long been affected by heavy siltation, accumulated waste and debris, which worsen flooding during severe weather.

During his brief remarks at the official launch of the Metro Cebu Waterways Clearing and Cleaning Operations at Mahiga Creek in the Cities of Mandaue and Cebu, President Marcos Jr. emphasized the importance of strong coordination among all sectors, noting that the Program would not succeed without the full support of local officials and private partners, especially in providing equipment and personnel.

The Department of Public Works and Highways (DPWH) Region 7 has deployed 32 units of equipment with 96 personnel, while local government units (LGUs) have provided 24 units with 202 personnel, and private sector partners pledged 51 units and 153 personnel. All personnel are equipped with Personal Protective Equipment (PPE).

Likewise, the Chief Executive recognized the impact of a whole-of-government and whole-of-nation approach. “At kapag nangyayari ’yan, nakakagawa tayo ng ganitong klaseng proyekto na magiging maganda," he said.

He urged LGUs to closely monitor the progress of cleaning and clearing operations to ensure they effectively reduce severe flooding in Metro Cebu.

“Patuloy ang ating ginagawa para tiyakin na ‘yung mga problema na nagdudulot ng baha… This is the project that we are initiating. As I promised when we opened — when we started the project in Metro Manila — that we will not only go to Metro Manila but we will go to all the urban centers and all of those areas that have suffered severe flooding in the last rains,” President Marcos Jr. said as he concluded his message.
