Event Overview:
A defining feature of a universal basic income is that it goes to everybody. Most experiments and most proposed policies, such as the Ontario pilot basic income, although removing labor conditions, in practice are means-tested, or more precisely, income-tested. Should basic income advocates support such targeting, or push for a universal basic income, with the corresponding changes in the tax system? The panel will focus on how this question has been addressed in Canada.
Panel Questions:
What is the difference between income-testing and means-testing?
Can a program be universal without everyone receiving the same thing? (ie. universal eligibility rather than universal payments)
What are the advantages of a basic income that is universal versus income-tested, when the net distributional effects are the same?
Why have Canadian basic income advocates promoted income-tested forms of basic income?
How can income-tested forms of basic income be designed to most closely approximate the advantages of universal schemes?
Should basic income advocates continue to push for universality of payments?
