October 6, 2015: Hector Gavilla discussing the contents of the Red Light Camera Agreement between Suffolk County and Xerox. In 2012, The updated contract between Xerox and Suffolk County allowed Xerox to install up to 400 more cameras. Suffolk County must pay Xerox about $2,000 for each camera that under-performs. The only criteria to choose new locations is based on a minimum criteria that a new intersection must be able to generate at least 25 tickets per "business" day between the hours of 6am to 10pm. In other words, it does not matter that an intersection might have the most accidents on the wekends, if that intersection cannot generate 25 tickets a day between Monday and Friday then Suffolk must pay Xerox. If there are 100 cameras that under-performs this means that Suffolk County must pay more than $200,000 per month to Xerox until 2019 or do something to make sure the quotas are met. Why would we agree to such a one-sided contract?
