Highlands charter revocation moves forward after state audit findings

Описание: The Twin Rivers Unified School District Board voted to move forward with revoking the charter of Highlands Community Charter and Technical Schools, concluding a months-long review tied to an ABC10 investigation and a state audit. The audit found the adult charter school received more than $180 million in taxpayer funds it was not eligible to collect and cited issues including uncredentialed teachers, unapproved campuses, and questionable spending.

The revocation process began with a notice of violation issued last June, followed by a response from Highlands, a notice of intent to revoke in November, and a public hearing in December.

While many students and supporters urged trustees to keep the school open, the board said unresolved compliance issues and financial responsibility concerns led to its decision.
District officials acknowledged some corrective steps by the school but said they were not enough to ensure long-term stability for students. Highlands leaders say classes will continue for now and confirmed the school plans to appeal the decision within the 30-day window allowed.
