Without reform, he suggests decline is inevitable and access to justice will be impaired, conversely, reform can make fundamental improvements to meet the expectations, confidence and trust of those who need to access justice and the protection of open justice. Finally, he will identify programmes that have assisted access to justice including the CLOCK initiative and their place in a multi-media response to people's needs.
