The European Union's incoming chief executive pledged
closer cooperation today (Tuesday) with legislators threatening to reject him and
his teammates.

By adopting a conciliatory line, Jacques Santer seemed certain to
win approval from the European Parliament in a vote Wednesday on
nominees to run the EU's executive agency for the next five years.

Santer, prime minister of Luxembourg, will become president of
the European Commission next week if endorsed by the 626-seat
Parliament.

Flanked by his 19 designated teammates, Santer addressed an
assembly that is hostile to some of the appointees.

In the new Treaty on European Union, assembly members were given
veto power for the first time over the executive branch, and they
have threatened to use it.

Outlining a program to protect Europe's workers, women and the
economy, Santer said, "Employment is the top priority, but it is
wrong to believe we can win the battle by dismantling our social
model, and I will not allow this to happen."
